Two reports from the Committee on Platform, given before a vote was taken regarding secession--a majority and a minority-- were presented on this day in 1858. The majority report, favored by most Tennesseans, held that neither Congress nor the territorial legislatures could abolish slavery in the territories and that it was the duty of Congress to protect persons and property (slaves) in the territories.
